New Jersey to institute (very shortly) a
program they call "BICC" -- Boating instructor Compliance Check.
The intent of BICC is to monitor the quality of instruction
being presented to the boaters of NJ.
The State will be using both uniformed and at times,
non-uniformed personnel to sit in as a student and take the basic
boating course. This
all stems from comments received from previous students who made
comments that the instruction they received has not been "up to par".
